Motocross facility approved on appeal

Yesterday (18th August 2025), an Inspector for Planning & Environment Decisions Wales granted planning permission for a Motocross Experience Centre at Rhydblawd Farm, Disserth, overturning Powys County Council's decision to refuse permission.

The Welsh Government Highways Agent (WGHA) had objected to the scheme due to concerns regarding visibility at an existing junction onto the A483. Despite submitting appeal evidence, WGHA did not attend the Inquiry, thereby leaving PCC without an expert highways witness. Rob Williams (Entran) gave evidence for the appellant and demontrated that the available visibility splays were sufficient for the observed vehicle speeds.  

The Inspector was convinced by Rob's evidence and concluded that the use of the junction by traffic associated with the proposal would not have an adverse effect on highway safety to justify refusal, and that the scheme was compliant with local and national policy.
